“My bill is introducing primates into human society. Basically those primates in the zoo, their caretaker will select them, put them all in a program to educate them and then afterwards they would take a test if they are qualified to enter humanity. After the education, they are expected to have the ability to choose whether they want to stay or not and then they can make intellectual conversation with humans, in sign language. They are expected to be somewhat equivalent to humans, but they cannot speak just because the structure of their throat is cut different than humans. They do have all the ability that is kind of equal to humans. In certain areas they are more superior to humans, for example agility and strength, which can make everything more efficient.”
